Dr. William Gluckman

Medical Director

Dr. William Gluckman is the Medical Director and an instructor at EMP Training. Dr Gluckman has an extensive background in EMS, Disaster Medicine, and Tactical Medicine.  Dr Gluckman started his career in EMS as an EMT in Westchester County NY and became a Paramedic at age 18. He received his Bachelors of Science degree in Biology from Pace University and his Doctor of Osteopathic Medicine degree from the NY College of Osteopathic Medicine. After completing a residency in Emergency Medicine at the prestigious Albert Einstein College of Medicine/Jacobi Medical Center program he started as the first emergency physician at the Rutgers (formerly UMDNJ) University Hospital in Newark NJ where he was core faculty for the emergency medicine residency, and served as the EMS medical director for this busy system for 9 years. He is double board certified in both Emergency Medicine and Emergency Medical Services.

Shortly after starting at University hospital he was invited by the New Jersey State Police to be the lead physician and Medical Director for the states Urban Search and Rescue Team NJ-TF1. He was trained in collapse rescue, confined space rescue and high angle rescue and also became a swift water rescue technician. He deployed to several major incidents including 9/11 in NYC spending 10 days at ground zero. Dr Gluckman was invited to work with the state police Domestic Preparedness/Hazardous Materials Response Unit where he became a Hazardous Materials Technician and an instructor in all levels of NJSP HazMat, WMD and ICS courses. He assisted in developing and writing the textbook for the WMD Hospital Provider course that trained many hospital nurses and physicians throughout NJ on how to identify and treat victims of a WMD event.

While serving several years as the medical director for the Morris County Office of Emergency Management’s EMS and Special Operations Group, Dr Gluckman attended both the basic and advanced CONTOMS courses and the CONTOMS medical director’s course, a basic SWAT course, several tactical shooting classes, and provided medical support to the Morris County Sheriff’s Emergency Response Team. He is currently an active law enforcement officer serving as a Deputy Sheriff with the Essex County Sheriff’s Office primarily in patrol, and heads the medical training at the Essex County Police Academy.
